Sandbags and water tubes lined the banks of the Elbow near the Talisman Centre as emergency crews expanded their warning to residents to prepare their homes for basement flooding and to stay off the river.
Those living in Bowness, Parkdale, Sunnyside, Chinatown, Eau Claire, East Village, Hillhurst, downtown, Inglewood, Bonnybrook and Parkhill are also being warned to take precautions to guard against flooding.
While short-term storm runoff can make the river rise quickly, Hutchison hopes water levels can be controlled through the Glenmore Dam and a low reservoir still shallow and awaiting snow melt from the mountains.
With Calgary only expecting about 15 mm of rain by the end of Tuesday, close to 70 mm of rain was forecast to cover the Rockies Eastern Slopes by early Wednesday, along with the southern towns of High River and Okotoks expecting to get hit especially hard.

With worries over incoming flooding, the city is activating its water emergency operations centre and warning residents living near the Bow and Elbow rivers to take precautions. A forecast for heavy rain over the next few days has Alberta Environment s River Forecast Centre predicting an increased flow in both rivers that could raise the groundwater table.
